I travelled Jordan with my family, and my wife was constantly harassed if she wasn’t near me and she dressed respectfully as recommended. Many women do successfully travel alone, however and unfortunately it would still be wise to be accompanied by a male or at least another female/group.
I know not all middle eastern countries are the same but Jordan - truly are some of the kindest people. The best Arab country in my opinion
The only country I wish I spent a couple more days in is Jordan tbh.
Jordan could be a good pick from a budget perspective. There’s a huge amount to see plus their tourism industry has suffered a lot over the last few years as westerners have been avoiding the Middle East due to the Israel/Gaza/Lebanon/Iran wars, so you may find things are cheaper than normal.

there's probably only two countries I've visited that I would say to exercise caution (Jordan and Malaysia) and even then they are still safe, just dress modest.
Jordan - hands down. Starting in Amman - side visit to Jerash, stop in Medaba on the way to Petra. Wadi Rum, Aqaba then up to Dead Sea. Mount Nebo & back to Amman. Absolutely beautiful & great loop. Delicious food too!
