- the registers end up in Excel because Jira issues model objects poorly and people overwrite each other. That register gap is where it'd creak long-term.

The artifacts are captured in jira tickets. Juror tickets are time stamped and have an audit log history of comments and updates. The jury take it may link to additional artifacts such as screenshots or test reports but more commonly it's simply comments and screenshots.
I have even asked it to ELI10 Jira ticket comments when my QA and PM were complaining that they were too technical. Now it always adds the ELI10 whenever we are wrapping up a task.
As long as you can pull a sample of changes with: request, approval, implementation, and (ideally) some kind of risk/impact note, you’re good. Even if it’s in Jira/ServiceNow/whatever and kinda ugly, that’s fine.
honestly the Confluence plus Jira combo is more common than people admit for mid-sized orgs like yours. It works well enough especially if your team already lives in Atlassian tools since adoption is way easier than forcing a new platform on people.
I have experience with both Jira and Confluence in a dev context, and I think it could work well. ... Leveraging AI on top for structure and suggestions, it's probably easier than ever to manage without a larger GRC platform.
