Although between your choices, I don't recommend the ipad 11 though. Not only are their styluses sold separately (and pricey) they only give you 6gb of RAM which is not good for multitasking and is also too low for the price.

I got the iPad 11 a few weeks ago because it was just that much of a noticeable difference. Apps are better optimized and it doesn't take forever loading thru pages like the Tab S10+. I got the USB C Apple pencil but I'd get an ESR case and stylus if I could do it over again. I also take better notes on iPad compared to the Galaxy.
The basic iPad 11 is on sale at some stores for Black Friday probably what she actually wants instead of the cheapest tablet you can find
