With 9 days in Hue-Da Nang, I’d take 3 days and spend it in Dalat and fly home from HCMC.
Ninh Binh and Hue are both daytrip destinations. You will be bored if you stay more than 2 days here.

HCM if you only want food but theres not much to see history wise for like cultural buildings compared to Hue. I preferred Da Nang and Hue 🤷♂️
I spent a week there and just did a day trip to My Sung and Da Nang to at least tick those off.
I spent a week in Hanoi-Hue-Da Nang and it was perfect. Two days in the big city, a day to explore Hue, two beach days in Da Nang, and back out to Hanoi for my flight. I think if you plan some trips to places near Hanoi, you'll be able to get that "real" feel (though I agree with other commentors Hanoi definitely has a uniquely Vietnamese city feel).
