Yeah the agency of the player is not considered very much. This extends even beyond singular missions and quests into entire subplots - what comes to my mind now is a series of missions in GTA V where you have to rob a bank (and prepare for it beforehand) just to have money to buy a Chinook for a heist.. just a couple hours after stealing a Chinook from a military base for another heist.
