You 100% want unifi gear to create a large wifi network and then run frigate + home assistant. Both of those are local only if you want them to be.

Things like frigate will get you better than cloud anything and better than most commercial setups.
If you are already spinning up something in Docker _and_ considering more features, you could just add your camera streams to frigate; disable recording, detection, snapshots, etc and use their Live viewer for what you are looking for. Plus they have WebRTC support built in.
