It's pricy but it's the absolute best parental control. They just introduced 'disturb' mode which makes your kids phone act like it's on a 56k modem. There is also focus mode and many other features.
Unify, Firewalla, Gl Net, high end Asus, these are where I would start
Lots of people prefer the Firewalla for it's parental control features and filtering. You can run both a Unifi controller for WiFi access points and all the other stuff Unifi does and a Firewalla in bridge mode for it's internet filtering abilities.
I did it through a firewall, specifically the Firewalla brand.
