Estonia is strongly recommended in that all processes are in English and can be done online. All agreements can be done with digital signatures - you will have an EU eID card and personal code (equivalent of SSN) as an Estonian e-resident.

My friend has a really nice 6'3" Estonia that was in this situation. The tuner he used is one I've known a very long time who is super nice and honest. The strategy was that he would tune it to a pretty playable condition and come back 6-8 months later for another session. He felt this was the best course of action, and it worked out well.
