You could do Paris, Bruxelles, Amsterdam or Berlin for capitals an alternative could be in France Lyon, Genevieve in Switzerland (but is expensive), Rotterdam in Netherlands, Köln or Dresden in Germany.
I found Dresden to be fascinating as well and it’s not terribly far.
