I've traveled all around it (apart of Belarus) and the most Soviet looking place was Bulgaria.

With a week and no car, Bulgaria is the easier pick. Sofia and Plovdiv by train/bus, then a bus to the Black Sea (e.g. Nessebar) for a day or two. Simple and doable.
For history, culture, and a bit of sea in late May, both work. I’d pick Bulgaria if your parents care about Russian, a lot of older Bulgarians speak it, and Plovdiv, Sofia, and the Black Sea give you ruins and a swim. Albania is rougher and more exploratory, great coast and sites, usually a bit cheaper; English is enough, Russian less useful. So: more comfort and Russian-friendly → Bulgaria.
I've spent over a month in each and would definitely say Bulgaria. Albania is a bit cheaper, and has some nice coast, but in terms of historical sites and just basic tourist infrastructure, Bulgaria is far ahead. You can get around most of it by train, there's more museums and developed historical sites, and even just comparing the capitals there is a lot more to do in Sofia than Tirana.
I’m almost now considering just doing like 9 days in Romania, and then maybe spending a bit of time in Bulgaria (bus to Sofia) and heading to either Greece or Turkey.
I found traveling in Eastern Europe in countries not on the € was massively less expensive (Poland, Romania, Bulgaria,etc).
In Europe you can check Bosnia Herzegovinia and Bulgaria, went to both, among the cheapest in europe and very underated place to travel to, and of course safe, feel free to ask any recommendation, I stayed 1 month in bulgaria and only 1 week in bosnia but am already planning to visit more this year :)
