I have been to Boracay a couple times and plan to go Palawan with family next year(have family over there).
The Philippines (check out Boracay), or a Caribbean island such as St. Bart’s, St. Lucia, or the Bahamas. Water is unmatched!!!
If you just want to relax on a beach front property with turquoise waters then go to Boracay instead.

For islands, El Nido, Boracay and Siquijor in the Philippines are my must visits.
If you want a beach front relaxation on white sand (with no view but there will be island hopping and snorkeling) then it should be Boracay.

But from what I recall, Boracay and Palawan should be OK during that month. Not as bad as Manila.
Stay in Philippines. DO NOT MISS Palawan (El Nido or Coron), Puerto Princessa if you like underground caves. Then head over to Boracay, Bohol and/or Siquijor.
