I was in Banff/Jasper in June once and there was still plenty of snow and mud on the hiking trails. September is probably the best month.

For Banff, there’s a lot of hotels in the park, so if you can afford it, you can stay in the park. If you can’t, then look at Canmore.

I’d say Yellowstone - only because if you are into mountains, Banff could be combined with Jasper/Yoho/Glacier/Kootenay/Kananaskis parks on a separate trip.
