Asturias has the PNW vibes, but their thing is cider. The Picos de Europa has amazing mountain hiking, and the coast is right there. I enjoyed Llano (I'm not sure if it's technically Asturias but it's very close), it's on the coast and was small but very charming. I also enjoyed Cangas de Onis in the mountains, and Ovideo if you're looking for more of a city.
