If you went at slightly slower pace, fly into Lima, then hit places like Ica, Arequipa, Chivay, on your way to Cusco, and finish at Ollantaytambo you would have a much more enjoyable trip.
We just did a similar itinerary last fall, and agreed that if we had it to do over again, we’d skip Arequipa. There were some nice aspects to it, and a couple of good meals but overall not our favorite place we’ve visited.
I felt completely safe in Cusco, Huaraz and Arequipa.

besides the obvious, the Amazon and Arequipa and surrounding Colca Canyon were some of my favorites.
I haven’t been to Arequipa, but from locals I’ve heard there’s not a lot there. Moreover, on a short trip you don’t want to burn yourself out.
We are currently considering adding Arequipa instead of Paracas/Huacachina, but we’re not sure if that’s worth the extra travel time.
You have more than enough time to visit Arequipa imo, it’s just an overnight bus away from Cusco and spending a few days there before Cusco will help with the altitude acclimation. It will also give you another slice of very different urban life and an opportunity to visit Colca Canyon if interested.
For Peru I would highly recommend Arequipa, Huacachina (an insane oasis in the desert) and Paracas (a coastal town with some great wildlife and windsurfing).
