I was pleased to discover Amex Travel does. I found a room on there and decided to check the price with the hotel directly. Their website showed a considerably cheaper rate. I clicked through to the last page and suddenly all of the taxes and fees appeared and it's the exact same price that Amex listed upfront.

I have never once received a decent upgrade.

When we get there and I ask for an upgrade (which is included as an Amex member) and without fail, every single time, they say the booking shows as having been booked through Expedia (which is the platform that American Express uses for their bookings on the backend). They then give me the absolute lamest “upgrade” usually consisting of a few extra square feet or a king bed instead of two queens.
