I'd do the Algarve over the Azores with only 2 days since the Azores deserve more time and the flights from Lisbon to the Algarve are under an hour (or you can rent a car and drive it in about 3). Paragliding in the Algarve is easy to find — check out Algarve Paragliding or Airsports Algarve around the Praia da Rocha area.
A lot of the pre-built tours can feel a bit rushed, so it really depends how you want the trip to feel overall.
I'd stick with Lisbon and the Algarve for 10 days. You can do Lisbon for 4-5 days with a day trip to Sintra, then head south to the Algarve for the rest, maybe splitting time between Lagos and Faro.
