Go for the hybrid if you have the money, you'll also save on brakes and other wear and tear. Just make sure to forcefully drive it on gas one a week if your trips are so short you don't even need the engine.
I believe short/low speed city drives is where hybrid excels cause of regen braking etc. I would suggest to do some research on it.
For that price I would just buy a RAV 4 Hybrid.
