The basic individual subscription has gone on sale for a whopping $2 off before. But that's the only time I can remember it was ever discounted by a licensed retailer.
You can swap regions as often as you would like so long as you dont have; * Auto renewal for NSO is enabled - sounds like this isnt a problem yet but might be after redeeming the code. You can cancel it from within the eshop/NSO app or account website if the region selector is suddenly greyed out.
